WHO Faces Major Workforce Reduction After United States Funding Withdrawal

This global health organization has announced plans to cut its workforce by almost a quarter – totaling more than 2,000 positions – before the middle of 2026.

Financial Crisis Triggers Major Reorganization

The move follows after the United States, formerly the organization's largest donor, pulled out funding previously this year.

The US government had been contributing approximately 18% of the organization's overall budget, causing a significant budgetary gap.

Expected Workforce Reductions

Based on organizational projections, the staff is expected to drop from 9,401 posts in early 2025 to approximately 7,030 by June 2026.

The reduction of 2,371 positions includes staff reductions, retirements, and natural attrition.

"This year was among the most difficult in our history, as we have navigated a painful but essential process of prioritization and realignment," commented the organization's leader.

Financial Shortfall Remains

This Geneva-based organization currently confronts a budget gap of 1.06 billion dollars for the 2026-2027 period, representing almost a fourth of its total budget.

This figure represents an reduction from a prior estimated shortfall of $1.7bn noted in spring.

Not Included Finances

The budget projections do not include a further 1.1 billion dollars in potential contributions from current discussions with multiple contributors.

The spokesperson for the agency stated that the current unfunded part of the biennial budget is in fact lower than in earlier periods, crediting this to several reasons:

  • A smaller total budget size
  • The launch of a fresh donor outreach campaign
  • Higher in participating countries' mandatory fees

The realignment process is currently nearing its completion, allowing the agency to progress with a renewed operational model.
